Bailiffs collect 450,000 parking fines for London councils

London boroughs used civil enforcement agents to recover 450,000 unpaid parking fines, a BBC investigation has suggested.

A Freedom of Information request by BBC London revealed that last year 451,503 unpaid penalty charge notices were taken on by civil enforcement agents on behalf of the 32 London boroughs. Once they have the authority of the courts, the agents, also known as bailiffs, are allowed to seize property if debtors fail to pay what they owe.
