City Deal is too complex, say council officers

Officers at a Welsh council have criticised the “excess of ambiguity” surrounding the Swansea Bay City Region Deal, and suggested that the UK government cannot be trusted to keep its funding promises following the sudden cancellation of the Cardiff to Swansea rail electrification scheme.
