A new model of partnership working lies at the heart of proposed legislative reforms to the bus industry published for consultation by Transport Scotland. 

Service improvement partnerships (SIPs) would replace  statutory quality partnership powers and feature three important differences:

• no requirement for the transport authority to invest in infrastructure (it could instead implement policies on parking, for example)
