Any pilot road pricing scheme in the West Midlands conurbation will initially rely on volunteers to ensure that the system operates smoothly, before becoming a mandatory scheme, the conurbation authorities have told the DfT.
The leaders of the seven metropolitan districts and the PTA agreed last week to submit a bid to the DfT's Transport Innovation Fund to half-fund a £1.2m study of congestion trends in the conurbation and possible solutions including road pricing.
