Income from the central London congestion charge is running 10% down on last year (2016/17) and is 5% lower than budget in the first months of 2017/18, Transport for London has reported. “The trend shows that charges have continued to decline, and at present we are not seeing the expected levelling of volumes owing to improving road conditions,” said TfL. “This has also led to lower penalty charge notice (PCN) volumes being issued.”...
