The Liverpool City Region Combined Authority is exploring designating its Key Route Network (KRN) of roads as red routes, on which no stopping is permitted, except in designated bays. 

The Liverpool City Region devolution agreement of November 2015 included a statement that a KRN of local roads would be managed by the combined authority on behalf of the Liverpool City Region mayor, with a single asset management plan.
