West Midlands Conservative Andy Street, the former managing director of retailer John Lewis, has made a huge number of transport pledges. He wants to improve a ‘hit list’ of major traffic blackspots in the conurbation; has ruled out a universal congestion charge; and promises to explore a lane rental scheme to cut road works disruption.
