HE seeks stopped vehicle detection

Highways England (HE) is to procure a detection system for vehicles stopped in lanes on smart motorways without hard shoulders. 

The absence of a hard shoulder on all-lane running (ALR) smart motorways “will cause an increase in the number of vehicles stopping in live lanes”, HE concedes. It adds: “During off-peak periods when the traffic flows are lower, the risk posed by stopped vehicles is greater as traffic speeds are higher and stopped vehicles are harder to detect...
