Highways England (HE) is to procure a detection system for vehicles stopped in lanes on smart motorways without hard shoulders.
The absence of a hard shoulder on all-lane running (ALR) smart motorways “will cause an increase in the number of vehicles stopping in live lanes”, HE concedes.
