Unitary authorities in the Bristol area could retain considerable transport powers when a mayoral combined authority (MCA) is set up next spring. 

The West of England Combined Authority will cover three of the four councils in the former Avon County Council area: Bristol, South Gloucestershire, and Bath & North East Somerset. North Somerset Council withdrew from the agreement this summer (LTT 24 Jun).
