Network Rail has rejected the Shaw Report’s recommendation for a dedicated north of England route. Instead, it will appoint a “railway upgrade tsar” for the region.
An informed source told LTT that transport secretary Chris Grayling had “personally stopped the Northern route thing happening”. “He took a look at it when he came in and said, ‘I’m not doing this – there’s no passenger benefit in it’,” said the source.
