Network Rail has voiced concerns about the specification and value for money of Phase 2 of the East West Rail project, which features reconstructing and upgrading the railway between Bicester and Bedford, and Aylesbury to Milton Keynes.
Phase 2 was included in the DfT’s High Level Output Specification (HLOS) for the railways published in 2012, being presented as part of the Electric Spine connecting the South Coast, East Midlands and North East.
