The DfT’s attempt to reconcile GDP and welfare for transport appraisals is misguided (‘DfT acts to reconcile GDP and welfare transport appraisals’ LTT 05 Aug). An increase in GDP is not necessarily a benefit. Some of the activities that contribute to GDP are wanted by the participants themselves only because preferable alternatives, which could have been made available by more enlightened policies, have not been. Some are positively harmful.
