Will Cameron approve Heathrow expansion before anti-third runway PM takes helm?

There is frenzied speculation in the media as to whether the resignation of David Cameron following his failed campaign to keep the UK in the European Union spells the end for the expansion of Heathrow Airport, HS2 and other infrastructure projects.

The transport secretary had said before the referendum that the decision may be postponed until after the summer recess. Cameron said in the early hours of Friday that there should be a replacement leader by then.

The press is speculating as to whether or not Cameron will attempt to make the decision in his final weeks as Prime Minister before the Parliamentary recess next month. The two favourites to replace him, Boris Johnson and Theresa May, oppose a third runway. 

In contrast, anti-airports expansion lobby group HACAN was quoted in The Independent as saying it would not be legitimate for a "lame-duck" PM to make such a decision.

Elsewhere, Labour peer Lord Berkeley told the FT, meanwhile, that he predicted that a Brexit government would scale back "big sexy projects" projects such as HS2.
