The Government must review the HS2 project and consider whether other investments could achieve the same objectives at lower cost, according to a new report.
The report prepared by Tony May, emeritus professor of transport engineering at the University of Leeds, and Jonathan Tyler of consultancy Passenger Transport Networks, draws on a workshop event held earlier this year in York.
