A bus operator has produced a guide to encourage councils to pursue bus franchising. 

Most UK bus operators oppose the Government’s plan to include bus franchising powers in the forthcoming Buses Bill. But HCTGroup, the UK’s biggest social enterprise operator, sees franchising as an opportunity to grow its market share and says franchising is better for passengers, local authorities and operators than the deregulated system that exists across the UK outside London.
