The High Speed 1 railway between London and the Channel Tunnel has delivered poor value for money, with costs far exceeding forecast benefits, according to a report for the DfT. Using a 2003-2069 appraisal period, consultants Atkins, AECOM and Frontier Economics make a central estimate that the project has a benefit:cost ratio of just 0.53:1, with the £12.6bn present value of costs far outweighing the £6.7bn present value of benefits.
