The Office for Rail and Road (ORR) is commissioning consultants to advise on how it should benchmark the performance of Highways England.
The Infrastructure Act 2015 gives the ORR responsibility to monitor HE. A memorandum of understanding between the DfT and ORR says the ORR should benchmark HE’s performance and efficiency against “comparable organisations in other countries and other sectors”.
