The Court of Appeal has dismissed a case brought against private parking operator ParkingEye by a motorist who argued that levying an £85 charge for an hour’s overstay in a free car park was disproportionate and unlawful.
Barry Beavis, the motorist, was issued with the parking charge notice (PCN) after he overstayed a two-hour limit at a retail park in Chelmsford in April 2013.
