French-based VINCI Park Group is set to pay around €900m (£654m) for the Portuguese operator Empark.
Negotiations between the companies are reported to have been taking place since the middle of 2014. The fragmented nature of Empark’s shareholder structure is believed to have lengthened the negotiations.
VINCI Park manages around 1.8 million parking spaces across 14 countries.
