Gloucestershire County Council has accepted a ruling by the parking adjudicator that it was wrong to give its contractor the authority to deal with challenges from drivers.
The Traffic Penalty Tribunal (TPT) found the council had allowed APCOA Parking (UK) to handle representations against penalty charge notices (PCNs) and notices to owner (NtOs)
