Lorry bans and a per mile tax: the way forward for freight

Your account of consultant MTRU’s excellent study, Heavy goods vehicles – do they pay for the damage they cause?, may give the impression that the report’s main policy message is the need for grants to help shift freight from road to rail (‘Rail freight subsidies are still justified, says lorry cost review’ LTT 25 Jul). 

The report does indeed say such grants can be justified as a ‘second best’ measure in the absence of a tax regime for road...
