Ministers have blocked a proposal by local authorities in the West Midlands to take full responsibility for the management of local rail services from 2017.
Centro, the West Midlands Passenger Transport Executive, and the 14 local authorities in the region had planned to submit their proposal to the DfT this month (LTT 21 Feb).
