A major programme of reforms to level crossing legislation in Britain has been put forward by the Law Commission and the Scottish Law Commission.

The proposals include placing railway operators and traffic authorities under a duty to cooperate on the management of public level crossings, voluntary level crossing plans, and bringing level crossings within the scope of the Health and Safety at Work Act 1974.
