What follows if the new traffic forecasts are valid?

The DfT has published new traffic forecasts, as they do from time to time. Their credibility is seriously challenged, but that is not the point of this article – they are the view of the default future which the modellers in DfT envisage, so the forecasts, whether valid or not, will be influential.
