Transport for London-style authorities with powers over rail, buses and roads could be created across England if Labour wins the next General Election.

The proposal is contained in a new policy statement on local transport launched last week by shadow transport secretary Angela Eagle. It suggests the widespread devolution of local rail powers; bus ‘Deregulation Exemption Zones’; and the transfer of some trunk roads to local authority control.
