The Department for Transport has published details of the new commercial freedoms available to the winner of the next West Coast franchise. The winning bidder from the shortlist of Abellio, Virgin, First and SNCF will be required to make the same number of weekly stops at each station as Virgin does at present, but will be able to vary the capacity provided on individual days of the week in order to cater for the variations in daily demand and changes in demand over time.
