80mph could save minutes but will crashes add to delays?

So Philip Hammond says that ‘average’ journey times will be reduced if the speed limit is raised (ibid). I don’t care about a reduction of one minute in a trip of one hour, as that isn’t likely to change my start time on such journeys, so this is meaningless in economic terms.

What concerns me, and no doubt many others, is that he admits that there will be marginally more crashes. I should of course be concerned about the direct victims of such incidents, but chance says...
