Suspending the tolls at times of severe congestion is one of the carrots being dangled by the Government as part of its consultation on increasing the charges at the Dartford River Crossing.
It is not, however, a magic wand because clearing a 12-mile bottleneck will still take hours with all that this entails for delayed journeys and the delivery of goods, as well as environmental pollution.
