Whilst a UK PSV Operator requires a licence from the Traffic Commissioners (TC) and to demonstrate professional competence, good repute and financial standing to run a bus service, a Private Hire Vehicle (PHV) Operator can obtain, as of right, a Special Restricted PSV Operator’s Licence.
