A plan to make it compulsory for cyclists to wear helmets in Northern Ireland has passed its second reading in the Northern Ireland Assembly.

The Cyclists (Protective Headgear) Bill would, if enacted, empower the police to issue on-the-spot £50 fines to non-helmet wearers (or parents/guardians of children). The fine would be waived for first time offenders if they presented themselves at a police station with a new helmet and a receipt for its purchase.
