Bus deregulation and free fares regime are incompatible

In his last business briefing James Dark talks of “bus operators’ commercial freedom” to set their own fare levels. However, for a large proportion of their passengers (the majority on some routes outside major cities) the operators no longer set the fares – seniors and disabled passengers go free.

The free market ideology of bus deregulation and the ‘social inclusion’ ideology of free bus passes are incompatible. Bus deregulation or free passes (or both)...
