I often read about different modes of transport being compared in terms of carbon dioxide emissions or casualties per person mile travelled. Such comparisons seem to assume that there is a fixed quantity of mileage that will always be travelled and that the only question is which mode to use for that travel.

In reality, distance travelled per person is highly variable with speed. People travel further when they can use fast modes. There is much evidence that people have a constant travel time...
