You report that the Treasury is considering giving the DfT a budget for measures to reduce carbon emissions (‘DfT could get dedicated climate change budget’ LTT 31 Jul). That would make sense if carbon reduction could be separated from the rest of transport policy, but in reality almost every aspect of transport has implications for CO2.
