Welsh councils study roads joint venture

Wales’ largest unitary authorities by geography are to seek a private-sector partner for property and engineering, including most highway functions.

Powys and Gwynedd councils intend to establish a Joint Venture Company in April 2010 to deliver key services to the councils for ten or 15 years. Ceredigion council may also join the JVC.

A project manager is already being employed by Powys. The JVC will probably be led by the private partner, with the councils retaining decision-making...
