Are pavements for pedestrians, or for streetworks? Transport secretary Chris Grayling caused a mini-storm earlier this year by suggesting utility companies should place their cables under pavements rather than the carriageway so they don’t have to disrupt road traffic when digging them up. Seemingly oblivious to the anger the comments stirred, the DfT reminded the public of Grayling’s comments in last week’s press release announcing the extension of lane rental powers...
