Highways England is no friend of the cyclist

Highways England has just published an order, under the Road Traffic Regulation Act 1984, to prohibit cycling on a ten-mile stretch of the A63 trunk road between the North Cave interchange in East Riding of Yorkshire and the Daltry Street interchange in Hull.  

I cannot believe that Highways England has issued such an order. It is a blatant attack on cycling as the order contains no ban on other non-motorised modes. 

I understand this is a direct attack on the cycling time trials on...
