Assumptions underpinning traffic forecasts are self-fulfilling

The DfT's long-term traffic forecasts, referred to in your article 'Tumbling motoring costs could provide the spur for accelerated traffic growth' (News Extra LTT 31 Mar), are the major input to the Highways Agency's appraisal of its road programme.
