Transport projects should be categorised by impact, not cost

Tory MP Kenneth Clarke says that the East Midlands cannot be expected to pay for dualling the A46, since the cost would consume the region's entire Regional Funding Allocation for the next three years ('Ladyman looks to remove funding blockage from HA regional schemes,' LTT 9 Feb). He suggests that the scheme should be regarded as a national project, presumably, therefore, to be funded by central government.
