National Highways acknowledges that drivers using the Dartford River Crossing have been mistakenly issued with penalty charge notices while a new operator has bedded in.
The crossing links Thurrock in Essex with Dartford in Kent. The Queen Elizabeth II bridge and tunnel taking M25 traffic over and under the Thames recorded more than 50 million journeys during charging hours last year.
