Full speed ahead for Borders Railway despite BCR of just 0.5

The Scottish Government’s £350m Borders Railway project has a benefit:cost ratio of just 0.5:1, according to the project’s final business case that has just been released.  

The ratio means that for every £1 of public money put into the project, the benefits amount to just 50p. This makes the scheme one of the worst-performing major transport projects to be funded in recent times.
