Baker issues warning on CCTV enforcement

English highway authorities outside London may not get powers to enforce moving traffic offences because of the Government’s opposition to CCTV, transport minister Norman Baker has said.

London boroughs can already enforce offences such as ignoring yellow boxed junctions and banned turns. The Traffic Management Act 2004 included the power for highway authorities elsewhere but requires secondary legislation to be enacted.
