Bring back hard shoulders, says RAC after ‘colossal waste of money’

Hard shoulders on smart motorways should be permanently re-introduced or only be opened to traffic during busy periods, said the RAC. Although the hard shoulder is by “no means a safe location”, in the event of a breakdown it is still much safer than “being stranded in a live lane of traffic waiting for the ‘red X closed lane’ sign to be turned on”.
