Essex County Council has tabled a proposal for a single Greater Essex mayoral combined authority (MCA) for the historic county of Essex. But the idea is opposed by councils in the south of the county.
Essex’s plan would see an MCA cover the geography of Essex County Council plus the unitary authorities of Southend on Sea and Thurrock. They were part of the county council geography until local government reform in 1998 turned them into unitaries.
