Network Rail’s new method for allocating fixed costs between train operators could have a damaging effect on rail freight’s image, the Rail Freight Group has warned.
The research, conducted by Brockley Consulting, attributes £566m (13%) of the network’s £4.464bn fixed costs to freight (LTT 10 Nov). But Brockley added that only £92m of the network’s fixed costs would be avoided if the railways carried no freight traffic.
