Cross-subsidy in the bus industry: good in small doses

Roger Davies says competition saved the bus industry from the corrosive route of cross-subsidy prior to deregulation in 1986 (Letters LTT 22 Jan), but he does not mention the massive cross-subsidy consumed by competition since then. My take on cross-subsidy is that small doses are good, even essential, for the health and longevity of bus networks whereas large doses are lethal.

Typically on a competitive bus corridor the overall bus resource is too large and escalates costs for operators, yet...
