Upgrade for original smart motorways?

The Highways Agency is studying the feasibility of converting the original hard shoulder running sections of smart motorways, such as on the M42 round the eastern side of Birmingham, into permanent running lanes, making them consistent with the new generation of smart motorway schemes.
