Francis King’s letter on the use of the 85th percentile in setting speed limits (LTT 21 Feb) misses the point about the purpose of speed limits. They are meant to represent a maximum safe speed under ideal conditions.

There are 8,760 hours in a year – permanent speed limits should not be set at a low level that may be appropriate for only a few hundred of those hours. Whether the speed limit is 20mph, 30mph or any other speed, drivers have to vary their speed within it according to...
