Appraisal and Assessment Methods fail to give clear green signal to sustainable transport schemes

A critical question in attracting public funding for new sustainable transport systems is ensuring that appraisal systems take into account resultant environmental benefits that might be hard to define in easily measurable and comparable monetary terms.
