Gloucestershire rebuked for allowing contractor to manage parking cases

Gloucestershire County Council wrongly allowed contractor APCOA Parking (UK) to take full control of representations against penalty charge notices (PCNs) and notices to ownerd (NTOs), says the Traffic Penalty Tribunal (TPT).

In a case heard by adjudicator Chris Nicholls it emerged that the council failed to comply with its statutory duties by allowing APCOA to take charge of representations and prepare draft responses and notices of rejection.
