The European Commission is to prepare a legislative proposal to scrap the current system of putting the clocks forward by a hour on the last Sunday of March and back by an hour on the last Sunday of October. The commission says a consultation generated 4.6 million responses from the 28 member states, of whom 84 per cent were in favour of ending the bi-annual clock change....
